The Minister for Planning is seeking to appoint the Chief Panel Member for Planning Panels Victoria (PPV). This role is responsible for driving the effective and efficient operation of Planning Panels. PPV independently assesses planning scheme changes or development proposals through consideration of submissions, administration of Hearings and preparation of reports.

Planning Panels are an advisory body and make recommendations, with the final decision made by the responsible statutory body and ultimately, the Minister for Planning.

PPV consists of the Chief Panel Member, the Deputy Chief Panel Member and five senior panel members. They are supported by 51 sessional members, of whom 10 are senior sessional members. The Chief Panel Member plays a key role within the Victorian Planning System by providing leadership to the Panel Members, in-house Project and Business teams that facilitate functions of PPV.

A ministerial appointment, the Chief Panel Member is a key advisor to high-level stakeholders, including the Minister for Planning and is responsible for ensuring they offer an accessible platform for public engagement. A key aspect of the role is maintaining an independent and impartial approach as well as look for innovation and improvements in the Panel Hearing process in line with contemporary expectations for participation, fairness and time.

To be successful in this role you will:

  • Be able to demonstrate thorough knowledge and experience of land use planning concepts and principles, and planning schemes, including social, economic and environmental dimensions.

  • Have strong knowledge and understanding of the Planning and Environment Act 1987 and related legislation, experience in chairing public hearings and understanding the rules and principles of procedural fairness and natural justice.

  • Significant experience in leading and managing complex teams in a dynamic and high-profile workplace.

  • Be able to identify opportunities for improvement and innovation within PPV.

  • Relevant qualifications in planning, law or environment are mandatory.

This role is paid in accordance with remuneration for Non-judicial VCAT officers at a set salary level effective 16 October 2024 (Total Remuneration Package $327,172).
